Julia is an Affiliated Fellow ITEM and a full-time PhD candidate at the Faculty of Arts and Social Sciences (FASoS) of Maastricht University. Her PhD research is embedded in the Euroregion Meuse-Rhine and investigates the impact of projectification (i.e., the use of temporary projects as key instruments for policy implementation) of EU policies on the local actors\u2019 authority. Conceptually, her PhD thesis draws on the notion of liquid authority, which refers to forms of authority extending beyond formal mandates and enforcement mechanisms by being dynamic, operating in non-hierarchical structures, and grounded in sources, such as technical expertise and professional competences, problem-solving capacity, soft law. <\/p>\n\n
Through the case study research on four Interreg Meuse-Rhine projects (PANDEMRIC, MARHETAK, EDEN-Medical, and Hawkeye), Julia contributes to ITEM\u2019s research by providing empirically grounded insights into how EU policies are enacted at the \u2018street level\u2019 in the Euroregion Meuse-Rhine, and how authority operates in project-based, cross-border governance settings.<\/p>\n\n
Julia holds a Master\u2019s degree in European Public Affairs and a Bachelor\u2019s degree in European Studies from FASoS.
