For many years, the German town Münster (in the following Stadt Münster) and the Dutch town Enschede (and 14 other Dutch municipalities) in the German-Dutch border region established a structural cooperation in the field of cross-border waste management. Accordingly, the German and Dutch municipal partners aim at establishing an integrated cross-border network of waste disposal installations.
However, one essential requirement for the integrated cross-border waste disposal is certainty and reliability that waste from Münster can be transported across the border to the near-bye facility of the municipality owned Twence B.V. The core of this border obstacle is that currently, there is no certainty and reliability with respect to waste transports from Münster across the border. The uncertainty is jeopardizing the further development of cross-border waste cooperation and the establishment of an even stronger cross-border network.
